Type 85 cruise control

My guess on this problem, which happens on my 86 4kq, is that the pump
and/or the hose to the diaphragm are partially clogged with goo of some
sort, probably road grime. For almost a year now, I've said I was going to
clean out the pump by running a solution of soapy water through it, but I
haven't yet. That solution is in the archives somewhere, and it worked well.

To find the pump, just follow the long rod back from the throttle plates,
back past the round rubber diaphragm, along the hose, to the little electric
pump sitting on a base near the brake master/booster.

HTH.
