If you change anything that affects ISV operation or mixture(ie,
fixing leaks, cleaning stuck valves etc), you should reset the
computer by pulling the fuse(s) for it for several minutes.
FYI, use throttle body cleaner, NOT carb cleaner! Carb and (shudder)
brake cleaner have NO lubricants in them, throttle body cleaner does.

Yes- a vacuum leak in that line will rich out the idle, because the
regulator doesn't see as strong a vacuum as it should.
Again, after you fix this, reset the computer, because the ECU will
have leaned out the injector timing to compensate for too-high fuel
pressure.
