Rotor replacement

Well, it's time for the plug wires, rotor & cap on my NG to be replaced. After doing so, I'll have the timing reset (I have reason to belive it's off). I wanted to double check the proceedure. Put the motor on top dead center and make sure the rotor lines up with #1 spark plug wire on the cap, then you can set it with a light from there. Correct? A properly running but otherwise unmodified NG with CIS-e III should be set to 12* if you always run 93+ octane gas, right? Or can you usually go higher?
