[V8] Steering Rack rebuild

Check out http://www.audiconnection.com and http://www.jorgenauto.com/.
USAUALLY, 1991 and newer has servo racks and 90 and older are without.  I
have seen a few 1991 without.  Mine does not have but I converted it.  I
like the feel better.
