Low boost problems even with clamped lower WG hose

I installed a boost gauge yesterday in my '88 100TQ. It only got 0.3
bar, but it is not chipped, and I guess the gauge (cheap) can be a bit
inaccurate. But I tried clamping the lower wastegate hose, and the
boost stayed the same. According to the SJM site, it should hit the
overboost cutout when clamping the lower hose..

What can be the cause? I'm thinking bad/worn turbo, it has got 240k
miles.. (380kkm)

Any other ideas? Fault codes are 4444 (none) and output tests OK..
