Weak electrics on a 83 urQ

Hi all,

How can I improve my weak wiper motors (both), rear window defroster, window lifts?
Do you think it is a bad (or more likely, age-related) ground problem?
Or more likely a current path resistance problem?
If it is a ground issue, is there a _main_ ground around the fuse box or elsewhere I can clean and improve?

Alternator and battery are new and connections are very clean. I also found 11.8V (engine off) at the back of the headlight switch, and at the taillight bulbs.

I already did some mods like relaying the headlamps and installing some redundant ground straps (battery to shell, rear light bulb holders to chassis) but there is still these annoying slow motors.

Last solution is more relays for rear defrost, brake and backup lights, rear wiper motor.  These are the easy ones, being on-off device.  But how can you relay front wiper motor or window lifts?

PS : i bought myself an Equus Automotive Multimeter (amateur stuff, 80$, but with duty cycle, RPM, 15 amp circuit) and a Probst Fuel injection manual (40$). This is a must for all of us with older CIS cars; the Bentley is nowhere as clear or easy to follow, at least for me.  My car FI is now an easily repairable device, no more an injection specialist affair.  If everybody had these, the list traffic will be cut in half!
