Um well, the european 2.2 10v NA engines have their timing set at 18
degrees BTDC and IME I've never experienced poor cold starts at negative
outside temps... Let it as is, in Germany they also have -15/20 to +10
degrees all winter (especially back in the 80s) and AFAIK no one ever said
he had to retard timing in order to get good cold starts, nor they ever had
cold start problems...
