In most of the world, the "buyer".  But cars are treated as a special
class of property in a lot of places... perhaps due to their inordinate
effect on other people?

Apparently in California, the simple exchange of cash and paperwork is
not sufficient to transfer ownership of a vehicle.  Even in NH, they now
require us, in the case of old, non-titled cars, to *prove* the vehicle
in question actually exists, before they will let us register it.
