As of next month here in the UK we have to prove that _we_ exist (passport
or picture licence) before we can tax a vehicle without the normal DVLA
annual document.
 Same thing if you want to buy a new set of plates -  you have to produce
either passport or picture licence and the vehicle documents to prove who
you are and that you are entitled to have plates for the vehicle.
