I hear it's because HID lamps take a moment to get to its full brightness
and is unsuitable for use as a high beam where often it is turned
on only momentarily. However, there are now bi-xenon headlights coming
out on some car models that do use HID for high beams. The way it's
done is not by turning on an additional high beam HID bulb. Rather,
it uses the same low beam bulb, and the low/high beam pattern is modified
via shutters.
