HELP! ECU or Lambda Control Unit!!!!

Well i just spent a few hours seeing whats up with my car.  You all know when
you have the key on the voltage on the output wire of the O2 sensor is
~.45-.51 volts.  Well mine doesnt show anything (zero) and when the engine is
at idle and you pull the control pressure actuator plug normally you get a
significant engine lag.  Well mine doesnt anymore.  I cant get any mA reading
from the cpr either.

So is the ECU shot or the Lambda Control Unit?  ECU is ~$40 and the LCU is
~$500

Help would be greatly appreciated,
