HELP! ECU or Lambda Control Unit!!!!

I think there is a confusion of terminology here.

On the 4Kq, what we refer to as the "ECU" is what controls the CIS-E system
and incorporates lambda (OXS) control.  What you're calling the "ECU" is
probably the ignition control module.  It has nothing to do with the
fuel system or the O2 sensor.

Anyway, don't expect the O2 sensor to output any voltage when the
engine isn't running (even if the ignition switch is "on").
