I just wanted to thank you all for you assistance.
It turned out to be a little of both. The temp sender was flaky, and I also was low on coolant.
Unfortunately, when I put the sensor in and went to attach the wires the sensor was 180 degrees off so instead of just twisting the wire 180 degrees, I had to tighten the sensor 180 degrees and snapped the sensor in half.
A new sensor and a screw extractor kit later, and I am back in business.
