89 200q Voltage Drop at battery

So I am trying to figure this out and I think I have it solved.
I am seeing nearly 14 volts at the jumper terminal, but less than 13
(between 12.5 to 12.9) at the battery.  The battery seems to possibly losing
some charge with the car off, but I am not sure about that.  I have read
through the archives that it could be a bad connection under the passenger
seat where the alternator side wire is spliced with the battery wire.
If I run the AC while the car is on, the car is lucky to start.

Does it sound like I need to repair that splicing?
