update on the power saga

Good morning. I am new t the listings, but already can see the benifits. I
have this same problem with my 89 80Q, and have had for some time. It has
been chased all over the place. I have a two part question:
1. is the "warm up regulator" the cold start valve
2. I replaced the ICV recently, the former was bad, I picked up a used one
for $40 to at least try it out, it worked perfect, my question is should the
air/fuel need to be re-adjusted or not?
