howling after T-belt job?

I thought about it rubbing the t-belt cover on the
upper arc of the cam gear. I had this. Somehow the
cover on a previous change got bent. Maybe after
removal, but most likely as a pry point. Warbled with
a new belt until some rubber was removed. Maybe look
inside the cover? The metal will be shiny with black
dust downrange.
