2.2 -> 2.3

 a few days ago I remove cylinder head of my '85 CQ for rebuild cause I was
thinking I have problem valve (low compression on 3-rd cylinder), but I was
wrong. Head was in exelent condiotion and I have problems with pistons and
rings :(
so I plan total engine rebuild but It's too dificult to find good 81mm
pistons for my engine here.
It's way easy to find 82,5mm pistons for 2.3 NG engine.
Yesterday I found this site http://www.tsr-performance.com/engins.html#5cyl
and from wat I understand it is posible to overbore my HY 2.2 (high
compression) engine to 2.3 - thats good.
I wonder are 2.3 and 2.2 head gskets identical? Are they different only in
cylinder holes size?
I know it's easy to find a whole NG, but here in my country engine number is
part from registration documents to a car.. so if you swap your engine there
is procedure to make swap legal which procedure takes long time (bureaucracy
is very well developed here :( ) and enough money to buy gearbox for example
