Idle problems

When starting car I noticed that I would periodically get a very low idle (=
engine starts to shake rattle & role).  I was advised to take out and clean=
 the ISV with carb cleaner - which I did noting that the ISV did not appear=
 to have allot of crap in it.

Reinstalled the ICV and now I have a high idle??

Any help will be greatly appreciated
