Yes, you can pull the needle and put it back on wherever you like. When you
pull the speedo, there's usually a very small mark on the gauge face at
about 7 o'clock, that's your calibration mark. When you push the needle on,
it should point at that mark.
Now you may notice a slight problem here. Most speedo faces have a needle
stop pin at like 10mph or wherever. The needle calibration mark is actually
'lower' than the pin. When you push the speedo needle back on, pointing at
the mark, the pin will block it from going over 10mph. Just unscrew the
face plate and rotate it clockwise 360degrees to bring the pin back 'under'
the needle.
