Importing Quattro from Canada to the US

I am a Canadian and in the process of selling my 1983 Urquattro to a US resident. So far we have both been run in circles by a Registered Importer and Audi North America. at this stage we have hit a wall even getting a letter of compliance from Audi and  for that matter  finding out if one is really required.
Has anyone experience in this area? if so please help! I need to know precisely what has to be done and how you went about doing  it. Ideally I would love the name of a Registered Importer who can be counted on to do the job reliably and quickly.
