If your OXS, computer, and ISV are working, after a moments change, the
idle should return to where it was, until you've gone so far the car
won't run.

The computer sets the mixture using the OXS, all you are doing when you
turn that screw is changing what the computer has to do to get the right
amount of fuel, via the control pressure actuator.  Your goal is to get
the CPA to oscillate around 0 mA by doing the adjustment.

But everything, must be working, the engine must have decent "tune up"
type parts on it, and there should be no air leaks, etc. for there to be
any point to this exercise.

that is correct - as far as the static mixture is concerned.
