Temp gauge on 1994 90S

Folks,
The temp gauge on my 1994 Audi 90S reads rather low. On shorter (15-minute)
trips the needle barely makes it past the bottom of the scale. In stop & go
traffic it may hit the first fat mark about 1/3 up on the gauge but that's
usually as far as it'll go. On longer trips on the freeway, it makes it to
about 1/6 up on the scale (half way between the bottom and the first fat mark).
The heat will come on after about 5 minutes even though the needle hasn't
even made it past the bottom of the scale.
Is this normal? All other cars I've had (including Audis) have run
comfortably at 1/3 up the scale to slightly above half way up on the scale.
