FWIW:
Both my 4000Q @400K and my 10V avant 160K both started quicker in the Cold
of winter. Both needed some maintenance.

It may affect it a little, but not in the same league as in a warm-start
situation where you can crank and crank for a l-o-o-o-n-g time and the
car still wouldn't start.

Cold starts are adversely affected in my experience.  Car takes longer to
start because the system has to build up pressure to make up for the lack
of residual pressure in fuel supply.
