If you get billed but they don't ship anything, the credit card company can reverse the charges. For out-and-out fraud, like it's not even a business and they have a weekend of Vegas fun on your card, unauthorized purchases usually have some form of protection. At least more than losing your wallet full of cash.
For example, when I (very specifically through multiple emails, a phone call, and even a follow up email) ordered two sets of front RS2 caliper brackets from Sierra Motorsport, and they sent me one front set and one rear set, and I returned the rears per their instructions which was signed for by them, and then they never returned my multiple phone calls or emails, I was able to have the excess charges reversed through my credit card company.
What other method of using a credit card for mail order is there instead of the phone? I guess secure socket layer web interface? I find that sketchier than talking to a person on the phone.
