Strange CGTt problem starts but won't stay lit...

I just finished re-installing the engine and trans into my '83 GT  (pilot
bearing died)  I got it running but it keeps wanting to die...  The idle
seems normal and it doesn't feel like it is running super rich, the car ran
great until I pulled the motor out (only 4 months on the rebuild)

The problem seems to be connected to the box on the radiator side of the
engine that the fuel is connected to (control pressure reg???).  When the
vacuum line to that is kinked then the car will start,  when it is un-kinked
the car dies and then won't start..    the car has it's original K-jet/CIS
fuel system on it..



Also the FP relay seems to be acting funny,  when I turn the key on I get
nothing but if I get out and put my finger on it then the pump hums but
sometimes the noise doesn't turn off it just keeps humming..
