Oh boy, coolant leak (Type 44)

I've had nagging leak for awhile now.  It likes to dump a bunch after
I've parked the car for work in the morning.  Attempts to re-create at
home have been unsuccessful, and the system even happily held pressure
under my pressure tester.

Tonight I think I spotted the leak, it's a wonderful hose which appears
to a combo of hardline and rubber.  It anchors above my oil filter with
a hose clamp and then goes to..........the turbo??? I think? with
hardline.

So, now for my dumb questions:
1. does this line actually contain coolant or am I barking up the wrong
tree?
2. where can I get a replacement?  $$$?  Anyone got a part #?
3. how in the world am I gonna replace this thing?  There's zero room to
swing a wrench in there, not sure if a stubby would provide enough
leverage. Appears to be 17mm fitting?
