80tq- lean mixtures/low boost (long)

I am having a few teething problems with my 88 80tq project,
and I am hoping the collective can help me out.  The wiring
is done, and the car starts and idles fine.  No trouble
codes flash (4444), and the knock light does not turn on
when driving, but...  The car is sluggish (compared to my
chipped 5ktq’s) , and the boost does not rise to the level
it should.  I have a electronic mixture gauge installed, and
it shows the boost being way lean any time the analog boost
gauge has more than about 1-2 lbs boost.  Something is
making the mixture lean, and that is causing low boost
pressure and timing retard?

The car has mc-2 engine with k24 turbo, MAC11 wiring and
harness, QLCC (I tried a stock ecu and no difference),  5kt
intercooler, 5kt fuel distributor and injectors, urq airbox
lid and igloo.

I have excluded all of these items already;
Changed fuel pump (old one was noisy) and fuel filter
Set warm idle mixture to OXFV duty cycle of 42%
Replaced intermittent connector to WOT switch
Tried two different WOT switches which both tested good
Bridged WOT connector at idle, and WGFV does cycle
Unhooked MF Temp Sender connector, but boost and mixture do
not change

I am thinking of trying this next;
Check Fuel pressure (have to borrow this tool)
Vacuum routing issue?

At this point, if it is not the fuel pressure, I do not know
what to try next.  Does anyone have any other ideas?

Once this problem is fixed, I will post the how I did it
article on the conversion to the archives (which I have done
already), but I want to finish the project just in case
there are any items that caused this issue that I should
warn the next guy about.
