I will check it again just to make sure, but I have an analog gauge teed
into the line right next to the ecu which shows pressure and vacuum
changes.

You sure there is no split or leak in the boost/vac reference line from
the IM to the ECU? You've prolly gone over it a dozen time, just a
thought, as it could lead to all the symptoms you describe.
