80Q - running rich, won't pass smog

My 1989 80Q (project) is nearly completed, needing only smog.   The local
shop tells me its not passing and that its running rich.   They wanted to put
new wires on it, they say its losing voltage before they go any further with
the diagnoses.

What will make it run rich?
cold start sensor on all the time?
EGR valve?
