Hi David,
Perhaps some confusion over the term solid or hard pedal. Here is a link
that describes what I was attempting to describe as far as counting pumps:

Specifically this paragraph:
The test for the accumulator, is to run the engine for a few minutes, turn
off the engine, and then pump the brake pedal until the pedal feels hard,
(no more power assist). Normally with a good, working brake accumulator,
this test takes 25-35 pumps on the pedal before the pedal gets hard. If the
pedal gets hard with only a few pumps on the pedal, the brake accumulator is
defective and should be replaced.
You almost certainly have a bad bomb, perhaps a bad hydraulic pump.
I have heard people with immense Audi experience and credibility claim a bad
bomb can mimic a failing MC. I, and others, simply have difficulty
believing this. So be it.
Fix the bomb and hydraulic pump (if needed), and see if both the warning
light and the pedal to the floor go away as problems.
