Cost is minimal to burn a chip, the cost should come from the work involved in tweaking and tuning
the values in the chip to get the car running well...

It takes time and effort to do this, and that's where the cost comes in.

I have no objection to paying for this labour (my lack of money is a whole other issue), but if
someone has just copied someone else's chip and is selling them off for a huge profit, then it falls
under your 'highway robbery' category...
