Well here in NC, we have a more advanced version of that program. If you
let you insurance lapse while there is a valid license plate on your car,
you lose the plate for 30 days (and you can't put another one on that
vehicle for the 30 days) AND have to pay a $50 civil fine to get it
back. The insurance company notifies the DMV of your lapse the day it
happens, they send you a letter. If you don't respond quickly, they send a
Highway Patrolman over to your house to collect your plate for you (Isn't
that nice!)

If you have 3 plates, and change them from car to car (as I do, I have 6
cars and 3 plates,) you just call your agent, let them know you are
dropping one car and adding a car simultaneously, then go to the DMV and
transfer the plate (the same day as the insurance, for only $10, about $30
less than the cost of getting a new plate.
