I used a 'C' clamp on my caliper pistons. Turning the handle on the
clamp with the swivel head of the screw part of the clamp acting against
the caliper gave enough clockwise turning force to turn the calipers
back in.

I can't imagine a caliper being seized that bad unless it was sitting
for a while and rusting. What about the proportioning valve. Can you
test it by bleeding to find out if fluid is even being sent there?
