Not really - I don't think you can get them out whole to be saved and
reinserted.   When I had some decrepit Speedlines redone for my 90Q, the
wheels were media blasted, which removed all the old finish *and* the
plastic pretend bolts.  I filled all the holes with "Lab-Metal," which
is a high temp putty like stuff, and sanded it all smooth, then had it
powder coated.  Bye bye silly bolt heads.

If you like the "look", you could drill them out, tap the holes, and
later add a bunch of short stainless cap screws, if the $$ doesn't matter.

I did hear a rumor that you can buy the plastic fakes, but that rumor
was coupled with an outrageous price rumor, too.
