4kq diff locks questions

Hi all,
My recent purchase 1986 4000 S quattro -
The diff locks are not working when the knob is turned to either position. I
can make the rear diff engage by playing with the valve at the back (the light
comes on in the dash), but I can't make them work otherwise. What is a good
start, diagnosis wise (sorry, I dont't have a bentley manual yet). Are the
actuators known to seize up, or the control in the dash unreliable? The all
wheel drive is working in normal mode.
