VW 1301 tester

I have been trying to test the guages on my 1989 200TQ using the procedures
in the Bentley manual.  I have used resistors with the values specified for
the VW1301 test unit.  I have gotten very inconsistent results.  Some guages reading high and others reading low with the test resistors.  Does anyone know
if the numbers referred to for the VW1301 are the same as resistance values in ohms?
If this isn't so then has anyone determined the correct resistance values in ohms to test the guages without the tester?
