That sucks, I'm 16 but I've still got my license (even with a fast turbo car:) and I don't have any points, or I have all them, whatever it is when you haven't gotten anything against you. As for the non running thing, there are several options. I would say it is most likely electronic. You probably got some water in your distributor, or into some wiring. You never said what type of car it is but water+car=electrical problems. Getting the water into the air inlet shouldn't do much harm, it would just sit in the bottom of the airbox and when the engine heated up it would evaporate. Maybe someone else will have a better idea of where the water got into but it seems electrical.
