That's what everyone seems to be telling me. I've opened the WG and
checked everything to be sure. I can't see anything wrong with the
spring or diaphragm. Mityvac on the upper chamber shows everything is
working properly as well.

I think I've decided that I'm going to give the Saab APC a try. I've
already got the parts (you should know, I got them from you :-) ) so it
makes sense to give it a shot. Basically the APC box uses a WGFV which
shuts off all boost on the lower WG line until a certain pressure
threshold.. which should make for some fantastic spool up.
