Low boost problems even with clamped lower WG hose

Could be a worn turbo, especially given the mileage.

Also, the wastegate could be stuck slightly open, thus only allowing
some of the exhaust gasses through the turbo.  Take off the wastegate
cap and check the wastegate to make sure you can slide the valve up and
down.
