Water temp

Possibly:
1. Your thermostat is stuck open
2. Coolant temp gauge sensor is out of spec
3. The gauge itself is not reading correctly

If it's the third, then the gauge will need calibration.  I don't know if
a '97 has a coolant temp gauge that could be calibrated via the diagnostic
port, but if it does, you dealer (or someone who has VAG-COM and the
Bentley manual procedures) can do an "adaptation" on that gauge to
recalibrate it.
