'89 Audi 100 Heater questions

Isn't there a short black heater cable on these cars? At least on the 5k's, there is a heater cable that controls the air temps. It connects to the a/c programmer (left of the ECU in pass. footwell). The cable maybe kinked or probly the servo motor is dying or some bad connection. Also, check the heater valve itself and make sure it's moving properly (before you disconnect the cable from the programmer). Once you disconnect the cable, you can warm up the interior by pulling the cable all the way (I think) and then use a nut and bolt and washers tightened on the cable to hold it in the hot position or anywhere in between. This is just a temporary fix till you figure out what's going on. Also make sure the hoses to the heater core are clear. Maybe backflushing the core will help any clogs. Good luck. Does >any< air come out?
If yes... from which vents?
Has the heater core been replaced?
Default mode when the climate control system is malfunctioning is to send
all air to the dash vents ... this would be due to a malfunction in the A/C
programmer located behind the glove compartment . But this would not
affect temperature of air coming from the dash vents. If the heater core
was replaced maybe something is wrong with the way the heater box was
reassembled (flaps broken or jammed) such that the air flow would be wrong.
