my princess (88 5ktq) has instrument panel and brake problems

My girlfriend drives my car daily and it has had no problems for a long time,
a year maybe.  Not to imply a lack of maintenance problems previously.  The
other day, the instrument panel went dead.  All the lights work, but no gauges
are moving.  Then a few minutes later there was an electrical shorting sound coming
from the inner relay panel to the left of the steering wheel.  Then the brakes
acted up and gave out about an inch before gaining pressure again.  The brake
situation only happened once and the car made it home for another 20 minutes
only making those shorting sounds.  I have replaced the bomb and the rack and
the hydraulic pump.  I have known that my pressure accumulator has been leaking
for a while now at the back of the master cylinder, but only a couple of drops
at a time.  Is is possible that it is now failing and that the fluid has
somehow shorted the relays down there?  Any suggestions?
