Check to see if it's really getting hot by checking the heater output. If
that's a no go, you've got a failed thermostat (failed open). Otherwise the
sensors could both be bad, which is unlikely but wouldn't be unheard of in
cars of this vintage.
Of course, following that train of thought, you could also have two bad
sensors and a bad heater valve, which would give all the indications of a
failed thermostat except that the thermostat could be fine :).
