Will Mandatory dyno testing kill quattro and 4wd?

When I registered the urq in Oregon, the emissions test attendant watched as
I approached the "toll" booth, stepped from the booth and said, "Quattro?
Line 1,"  and pointed to a line WAY ahead of the cars parked in Line 2
through whatnot.  No dyno, and no line!!!!

I like Oregon!!!!
