Will Manadatory dyno testing kill quattro and 4wd?

In the metro-area of Pennsylvania (counties around Philly and Pittsburgh), dyno-based emiisions testing is required.  However, they exclude all-wheel drive cars, and some two-wheel drive cars with traction control that can not be disabled.  These cars need only pass a "static" test.
Clearly this is done to avoid burdening the test stations (they are privately owned in PA, not state-run stations) with having to own a four-wheel dyno.
