You know, maybe they want to quantify drivetrain losses so
they can convert from wheel hp to crank hp more precisely ;-)

Then they can measure wheel hp but tax crank hp directly so
the evil freaks making over 300 crank hp with their highly
modified turbocharged engines can pay their fair share for
the damage they do to the roads and the environment :-0
