'88 90q Whine

Hello Everyone,

I have had some weirdness with my new to me 90q. Let me explain; my wife comes
home for lunch today I hear her pull up with a whine reminiscent of light belt
squeal. I have her drive the 4kq back to work so I can investigate.

 The belt Tension/ Condition they are within specs.
The whine does not change pitch with RPM,  road speed, or whether the clutch
is engaged or  not.
It seems like the noise is coming form the bellhousing or steering rack.

  I thought if it was the throw out bearing the noise would change or
disappear if the clutch was disengaged. It did seem to make a slightly unusual
noise while going from reverse to first,   But nothing that scary sounding. So
I go to start it to investigate some more and much to my joy/dismay the whine
is gone. The fluid level for the rack was low so I added some but the whine
had stopped before then.

Could the process of checking the fluid level maybe work the fluid to some
place it had not been reaching?

I am new to the 90 so any input would be appreciated.
