'88 90q Whine

Sounds like a rear crankshaft seal leaking vacuum.
As a quick test, with the engine idling on the driveway making that awful
noise, quickly remove the oil filler cap and screw it back on without
letting the engine stall. If the noise goes away, the rear seal is bad.
