Another turbo conversion comes to life

OK, if you're sure the wiring and the relay is ok, then it's possible
that someone had "hotwired" the plug at the ECU, or perhaps within
the ECU itself.  There is also a possibility, although unlikely, that
the ECU is not functioning correctly in this area (a shorted out switching
transistor or something?).
