Try doing your voltage measurements using one consistent ground location
for all of them.  That will help identify any grounding problems.

Also, I'm not convinced that running your EFI power feed off the
ignition control systems circuit is a good idea.  Wouldn't it be just as
easy to give it its own fused circuit?
